5 people in the lobby are beggars who aren't allowed in due to their uselessness. Most of them can be convinced to become followers, but they have awful stats and traits (pacifist, bad knees, glass jaw, etc..) and aren't fit to do anything except menial tasks.

How to find one

From the Evac Center's computer you can find directions to one of the Refugee Centers the nearest one to the Evac Center. Here there will be various NPC's Beggars, Refugees, Guards, a Broker, Arsonist, Representative, Merchant, Doctor, and later after some Representative's missions a Hunter.

Missions
