Broken limbs cannot be healed by regular means as medication and first aid kits don't have any effect.

Whether you have met a turret up close or had an unfortunate accident, there are currently two ways to fix a broken limbs:

Wear an Arm splint or Leg splint continuously for a few days
Visit a Hospital and look for "Mr. Stem Cell" computer terminal. After successful hacking attempt (unsuccessful will sound alarm), Stem cell treatment will be applied, healing broken limbs a little, so that you can continue by using regular medications. Note that there is a 1/6 chance of melting your skeleton instead of mending it, damaging all the body parts..
