Gonna suggest that folks probably shouldn't carry a pile of gear when they go on the initial run: prevents scrounging better stuff, and the evac shelter makes a pretty good starter base unless something's Wrong with the area (ants, fungus, etc).  So I'd do my initial recon light, and drop off any useful basement stuff on the first floor.
