The Refugee center is a location, it is generated on the end of a road, and is surrounded by roads, if after reading a road map you see a 3x3 square surrounded by roads you are likely to find the center there.Verify (The current view cost value isn't set correctly)
This location is around 3x3 in size, will contain beds, sheets, pillows, and may spawn tinned food, some misc tools. The guards may or may not have guns. And refugees might have tools, beggars don't hold any items.
How to find one
From the Evac Center's computer you can find directions to one of the Refugee Centers the nearest one to the Evac Center. Here there will be various NPC's Beggars, Refugees, Guards, a Broker, Arsonist, Representative, Merchant, Doctor, and later after some Representative's missions a Hunter.
Missions
The Merchant will give a mission to kill Zombies which will spawn a shocker zombie when taken the pack of 12-20 zombies can be killed before hand, Bandits, and to establish a connection with the Ranch, and to get energy cells for the Center.
The Broker will buy some long lasting flour, and such food.
The Representative will give missions to kill bandits, a worm, in the mission to find a mole a new guard will spawn who can be chatted with over and over until provoked killing the provoked renegade guard will finish the mission correctly.
After killing some bandits for the Representative the Hunter should spawn who acts as a Merchant who sells some food items, and has 1000 cash.
A guard can give a mission to gather and bring him 100 cigarettes.
The doctor will give some quests.
