This creature is a dog sized robot. It's an awful fighter with very low hit points. It's a bit faster than you, agile, has high armor against bashing weapons and high armor against cutting ones (that includes bullets). Its special ability allows it to take photos of you (spawning copbots offscreen), every 30 turns.
It has extremely high morale and it's not particularly aggressive. Being a robot, it's afraid of nothing in particular, and can be angered by nothing in particular.
It can see, can fly over water, traps, fire and acid, can be damaged by EMP blasts and become friendly, doesn't breathe (it's not affected by smoke, toxic gases, drowning, etc), has no distinguishable head (it's unaffected by head shots), and nothing else.
Being made of steel, it's vulnerable to electricity.
When it dies, nothing unusual happens.
Notes
Eyebots will spawn and follow the player after he or she has triggered an alarm, for example by smashing a window in a pawn shop or bank. Every 30 turns, they will photograph the player, which summons a copbot offscreen.
An eyebot will interact with the worn Swat ID of the player. Afterwards it will say "Swat is in the area" and fly off.
