A horse can be ridden by a survivor if they have 4 survival, or 1 survival if equipped with a horse tack, and can carry up to 242 pounds, or 110kg. As soon as the survivor's weight reaches 243 pounds they can no longer mount a horse. A horse can also have a single bag attached; the weight of this bag has no effect on whether the horse can be mounted.
