This is a small building over the entrance to a mine shaft, which will lead to a mine. You'll need to hack a computer to operate the elevator into the shaft, or open the nearby manhole cover using a crowbar.
It sometimes has gasoline pumps or storage with coal, which is good as fuel for long-sustaining fire.
