All Prime Foo mutations improve the relevant attribute, based on its current base value. This does not include bonuses from the prerequisite mutations, or from bionics or drugs, or penalties from pain, etc.
This mutation first halves the difference between your base dexterity and 16 (if your stat is lower then 16), then adds 1. It currently rounds odd differences down. Here, if your Dexterity was:
