Drunken master will increase character's melee to hit ratio and damage. Bonuses are random and floating for to hit:
unarmed - Level of drunkenness / 300 armed - Level of drunkenness / 400
for damage:
unarmed: min - Level of drunkenness / 600 max - Level of drunkenness / 250 armed: min - Level of drunkenness / 900 max - Level of drunkenness / 400
Generally though, the more you drink, the better the bonuses are. For example, a single drink (drunkenness level +600) will increase your unarmed damage by 1-2.4 points and to hit ratio by 2 points, or armed melee damage by 0.6-1.5 points and to hit ratio by 1.5 points.
