Morale penalty is (max volume - carried volume)/2, capped at 70. Xanax divides by 7, Prozac by 2. Updated every turn.
It's easy to avoid the negative morale by either loading up your pack with useless, high-volume items (like empty cardboard boxes), taking off articles of clothing which increase storage, or putting items in a vehicle.
