It is unclear if VAULT is an organization or a project. Additionally it is unknown if VAULT is an acronym, let alone what it might stand for.
The flier is thought to be either coincidental or disinformation.

Fliers
This is a poster advertising a underground bunker. The poster shows a nuclear bomb wiping out a city while a family huddles safely underground. There a slogan written in the middle: "Concerned about enemy attack? Want to protect your family? Join the VAULT program today." However, there seems to be no information about *how* one might do so. This appears to be a reference to the Vaults in the Fallout series of games.
Where is it really?
There is a location known as the vault beneath the sewers of a rare city known as the Necropolis. The Necropolis is infested with, alongside normal zombies, strange radioactive zombies known as irradiated wanderers. Once you are in the vault, you will find their even deadlier cousins, the charred nightmares. The Necropolis and the vault are both extremely deadly locations, and you will need good gear to conquer both places!
