A Grappling Hook can be used to climb up and down safely, applying it will promt you to choose a direction in which to deploy it, creating a climbing spot, you can then press < to climb onto a surface near the top of the rope, it can be climbed down from by using e to interact with it, like with any other climbing spot, it cannot be deployed directly below a roof.
It can be climbed down in the same way you would with a drain pipe or a step ladder, by using e to interact with it while above it, using e besides the rope will give you the option to dismantle it, you can also apply it into an empty space to hang it from an edge, but this may fail, causing the hook to fall to the ground below and breaking into it's components (without any loss of materials).
