Scenarios are selected during character creation prior to determining a character's stats and modify the game in various ways. In addition to restricting the available professions or starting locations, they can add additional unique challenges or interesting variables that determine how the beginning of the game plays.
The default scenario is "Evacuee", which gives access to all the normal professions and starts you off in an Evac shelter.
