Glare is a "status effect" that decreases perception by 1.

This effect is inflicted by Sunny weather. Every turn while in sunlight, the character will gain the effect with 1 power for 2 turns. To prevent this annoyance you need to either wear sunglasses, or headgear adds its environmental protection to eyes.
